Friends of Hebron Burialground
Who we are.
Constitution
- Name
- The name of the Group shall be “Friends of Hebron Burialground”
- Aims
- To oppose the removal of any graves from their present site within Hebron Burialground.
- To oppose the removal of any headstones from their present site within Hebron Burialground except on the grounds of health or safety
- To support in any way possible the daily opening of the gate to keep the Burialground accessible.
- To pursue the setting up of a Charitable Trust as alternative ownership of the Burialground, in order to secure its long-term future.
- To seek an improvement in the state of Hebron Burialground, making it safe and accessible to all who frequent it.
- To promote an appreciation and an enhancement of Hebron Burialground as:
- A place of remembrance
- A valuable urban wildlife site
- A site of historic significance
- Membership
- Membership will be open to anyone who is sympathetic to the aims.
- An annual subscription fee will be charged, the amount to be agreed upon by the Committee and ratified at the Annual General Meeting.
- Societies and individuals will be charged the same fee.
- The Committee shall be able to withdraw membership from any person whom it considers does not conduct himself/herself in the best interests of the “Friends of Hebron Burialground”.
- Management
- Management shall be vested in a Committee elected by subscribing members for one year at the Annual General Meeting. The Committee shall consist of:
- Chair
- Treasurer
- Secretary
- Up to five members without office
- Retiring members may be re-elected.
- The Committee shall be considered quorate if three or more members are present.
- Any subscribing member may attend Committee Meetings provided that prior notice is given to the Chair. No such attending member shall have voting rights.
- Committee decisions shall be made by simple majority vote. The Committee shall be able to co-opt members on an ad hoc basis as required.
- No Committee Member shall commit the "Friends of Hebron Burialground" to any financial obligation without the prior consent of the Committee obtained by a majority vote.
- Chair
- The Chair shall conduct the business of the Committee Meetings, shall ensure the proper running of the "Friends of Hebron Burialground" and shall have one vote. He/she will arrange the timing of meetings in conjunction with the Committee Secretary and ensure that the Committee adheres to the terms of the Constitution.
- Treasurer
- The Treasurer shall be responsible for maintaining the accounts in an acceptable manner. The accounts shall be available for inspection by any subscribing member upon written request.
- The Treasurer shall provide a statement of account at each Committee Meeting and a set of accounts at the Annual General Meeting.
- The Treasurer shall not pay out any money for major expenditure without first obtaining the approval of the Committee.
- The Treasurer shall be authorised the sum of £25 expenditure without first having to obtain the consent of the Committee.
- Secretary
- The Secretary shall maintain accurate records of membership and relevant information, and shall ensure good communication throughout the membership.
- The Secretary shall be responsible for ensuring that Committee Meetings are properly minuted. A copy of the Minutes of the previous meeting shall be circulated in advance or read out at the next meeting. An agenda shall be provided for each meeting and, if possible, circulated in advance, together with details of the meetings (time, date and venue).
- Meetings
- The Committee shall meet frequently and regularly. Extra Committee Meetings may be called by the Chair at his/her discretion or on the request of other Committee Members.
- An ANNUAL GENERAL MEETING shall be called at one month's notice. A formal agenda shall be produced for such meetings.
- Extraordinary General Meetings may be called by the Committee or by a petition of not less than 20% of the membership with at least two weeks' notice.
- Only fully subscribed members shall be entitled to vote at General Meetings. All voting at General Meetings shall be by simple majority vote and written proxy votes from fully subscribed members shall be accepted.
- Constitution
- The Constitution may only be amended at a General Meeting on a majority vote of the membership present.
- Winding up
- The "Friends of Hebron Burialground" may be wound up only at a General Meeting on a majority vote of the membership present, together with written proxy votes from fully subscribed members. Any remaining assets shall be disposed of in a manner decided by the meeting which votes for the winding up.
